VerifyRouter

Adding support for async verification only sites. This will allow us to support sites that have a maximum verifications per minute that they can support before we get blocked. We cannot control when non-async verifications are ran so those will fail with the following error message:

The product version does not support asynchronous verifications, which is required for the site you are trying to verify. Please upgrade to version or higher to enable async verification support.

Bringing back support for the Hawaii DCCA Professional Vocational Licensing site
This site will require Async Verification support MD-Staff v.11.70+
- This is because the site blocks us if we perform too many verifications too quickly. Async verifications lets us control how fast we run these verifications across all clients.
This is an experimental solution. We are throttling how often we run requests against the site in order to prevent us from getting blocked. However, that does not mean we will not be blocked for another reason.
